No i don't think that Papa wolf is potato's biological father too because he was said to be the rival's illegitimate child, a term that focuses more on their connection being by blood. Based on those kidnapper's words when potato was kidnapped during the flashback at the injection chapter the rival probably doesn't care about him and his attachment is more on her "Mama". Don't know why SHE didn't do anything though coz she seemed high rank but as you say we still need the story's progression
